This is in Penn Quarter. This is the street that leads up to the Smithsonian American Art Museum and National Portrait Gallery (at the end of the street, a block or two up, is the museum)...so I assume it's painted for that reason. Regardless, I loved stumbling upon it. What an awesome idea. More streets need to be painted.
